ABOUT

The Department of Transportation (DOT) regulation -- 49 CFR Part 40 -- defines the Substance Abuse Professional (SAP) as a person who evaluates employees who have violated a DOT drug and alcohol regulation. A Substance Abuse Professional (SAP) is a person who helps DOT regulated employees return to work after a DOT violation has occurred, such as a failed drug and/or alcohol test or a refusal to test.

  • The FMCSA Drug and Alcohol Clearinghouse requirements apply to all employers of commercial motor vehicle (CMV) drivers who operate on public roads.  Cindy Bello, a seasoned Substance Abuse Counselor with over 20 years of experience helping individuals and families overcome addiction. She holds a master’s degree in Addiction Counseling. Also a master’s certificate in Family and couples Therapy. Her professional credentials includes being a Licensed Professional Counselor (LPC), Licensed Clinical Alcohol and Drug Counselor (LCADC), and an International Advanced Drug and Alcohol Counselor (ICAADC). Additionally, She is also a Certified Clinical Supervisor, Certified Problem Gambling Counselor (CPGC), and a recognized Substance Abuse Professional (SAP). As a proud U.S. Veteran, she is deeply passionate about guiding people toward recovery and a healthier future. 

 

 I will work on your behalf to get you back to duty as soon as possible. The Return to Duty process will require the following steps: 

  • Register with the Clearinghouse 

  • Select a SAP provider

  • Complete a SAP evaluation 

  • Follow SAP recommendations

  • Complete SAP Follow- Up Evaluation 

  • Your employer will send you for a Return to   Duty Drug Screen

  • Employer will enter date when RTD was received into the Clearinghouse

  • Employees will enter a 12 month follow up process in which a minimum of 6 drug/alcohol screens need to be complete
